Cloture is a vote to end debate on a bill and proceed to a vote on the bill. It requires 60 votes to reach cloture. If 41 or more senators vote against cloture the bill does not get voted on. Once cloture is reached, the vote on the bill can be held but that vote only requires a simple majority and then the bill passes. In essence, a vote for cloture ensures that the bill will pass. Watch for Republicans who voted for cloture but then vote against the bill take to the airways to proclaim that they voted against Obamacare - they will be liars.
