For instance, I believe that the law says something about "official staff" of legislators being covered by the law.
HSS has said that there is no definition of the term "official staff" and therefore the staff of legislators are not covered by this law.
In other words the HSS is splitting hairs in order to interpret the law in direct contradiction to its intended meaning.
