My sister used to do this for some B and C-list Hollywood types a few year ago, when Twitter was just getting popular. In order to get on the radar, they would hire her to rustle them up some fake followers for them. Then, once they had 10 or 20,000 followers, real people would notice them and start following.
So, there is a semi-legitimate reason for “fake followers”, but really only as a PR “kickstart” for new accounts. There’s pretty much no excuse I can think of for having 19 million fake followers for a notable person that pretty much everyone on the planet knows about already. All I can think is that he did it to stroke his own ego, because he wanted more followers than everyone else.
