usually when the GOPe is a majority the Democrat says “I filibuster” and the GOPe gives up. They never have to actual do any filibustering when the GOPe is running the place.

That's a good way of putting it.

It tried to teach my dog to roll over by saying "roll over!" I think I'll try saying "filibuster" and see what happens.
