This is implicit in the name, "outlaw." Outlaws don't give a flying crap about the law.
The rest of us are just stupid dupes.
“Outlaw” used to mean, back in merry olde England, that an egregious miscreant had been deprived of the protection of the law (by which killing him without benefit of trial was a crime in itself) and that any worthy citizen was then free to kill him in the name of the Crown.
In effect, declaring someone an outlaw made the rest of society into a posse. Made the Sheriff’s job easier.
I guess “Wanted: Dead or Alive” is the U.S. equivalent.
