Well, we haven't quite broke it yet, but it definitely needs breaking. Btw, the Democrat Senate broke the budget process. They simply refuse to pass a budget because they don't want the Republican House using its constitutional authority to limit government spending. And the feckless Boehner, et al, are too weak and spineless to do anything about it.

I don't get the sense that this was one of those provocative comments to stimulate debate, I get the sense that the Commentariat truly do live in an alternate reality. And yeah, five years of continuing resolutions is no way to run a government, or rather it's no way to control a government. It's a great way to hide spending, though.
