That is not him. Not even close. Tsarnaev’s chest is very different from naked man. See side-by-side comparison below:

Maybe he waxed - or had laser removal - for his big day in the spotlight. Other than the hair on the chest, looks like it could be the SAME guy!
Yeah, I know all about the ‘hairy chest’ conundrum.. Believe me, there are all kinds of video distortions from lighting that can misrepresent ‘hair or no hair’ especially at night, with lights and poor resolution at a distance. I’m not convinced it’s not him.
