Why do I get the feeling that this was more about recovering the weapons than it was about recovering the airmen?

Canada entered WWII before we did and,I've read,more than a few Americans joined the Canadian and British Armed Forces before *we* entered the war.You've gotta give those guys a lot of credit...more credit than FDR deserves.His hesitation certainly prolonged the war and resulted in thousands,if not millions,of unnecessary deaths..military *and* civilian deaths.
