Please strip all bias out of your soul -- I have it too, btw -- and observe his tone and demeanor with great objectivity, so that I can truly ascertain his attitude.
His tone is apologetic at best. In my opinion he never expected this reaction not only from inside US but also from foreign countries. He is in the state of fear and panic.
