There is no prediction of a grid down situation. The article was mere speculation about what could happen. It has nothing to do with Savannah, the dates of Sept 28 to Oct 8 or Russians training on our soil.
If you are preparing, do so quietly. Crying wolf is not helping. It just convinces people that the wolf is never coming because the reports are always wrong.
