Testing Syrian and Russian radars.

I think it is a preplanned US-Israel missile defense test, that they were not going to forego, *especially* because of the situation in Syria. The largest radar in Israel is run by the U.S. DoD.

That's exactly right. Those launches were done for a clear reason, and the Russians obliged by detecting and announcing them.
