How many Congressmen will support military action against Syria with over 80% of the American public against it?
Congress operates in a different reality than you or I do. For instance, John McCain finds it perfectly acceptable to offer support for Al Qaeda in Syria while we are fighting them elsewhere.
I wouldn't dispute that Obama goes against Congress if he wants to, and you are correct, it provides him an out for not doing anything, since he should never have been drawing mythical lines in the sand anyways.

McCain doesn’t represent Congress. The vast majority of them consider reelection to be their number one priority. The debate in Congress will be one of posturing and positioning.
