Obama did not consult with Congress on his intervention in Libya. Why start now? I sense that Obama wants to share the blame and will ask for approval from Congress or at least consult with top leadership. The vast majority of Americans are against it.
I agree with your assessment, however, consulatation is not sufficient IMO for it to be a constitutionally approved action. When this goes bad, hopefully, we can get the Congress to do its thing and remove the turd.
