Lincoln’s 13th Amendment. “No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions or service by thereof, including that of persons held to labor or service by the laws of said State.” This is the 13th Amendment (AKA the Corwin Amendment) that President Lincoln sent to the States for ratification in March 1861. Only the State of Ohio actually ratified this amendment. I see nothing about any taxes in this amendment.
