Rules of naturalization means ALL RULES - including those who do need to be naturalized and those that dont (natural born citizens). The first expression of that authority was the Naturalization Act of 1790 in which you will find the exact term natural born citizen."
Naturalization rules apply to natural born Citizens?
You've got some twisted logic there.
Is the Nat Act of 1790 still in force?
Why did they repeal it 5 years later with that languange removed, if they had the authority?

Naturalization rules apply to natural born Citizens?Technically, the Founders and their contemporaries were not natural born citizens. The United States did not exist when they were born.

It was repealed (replaced) in order to update and clarify the will of Congress with regards to their Constitutionally enumerated power to define the rules of naturalization.
