You can download everything you need to obtain an FFL from the BATFE here. You will need to find a local agency willing and able to fingerprint you on the official card (usually the sheriff). Other than that the state is basically Not Involved and have no standing to deny you an FFL or interfere with your business once you are an FFL.

That being said, you won't be able to trade in guns/accessories banned at the state level. If you already possess them you may be able to transport them outside the state to sell, but you will not be able to bring them into your state. Also, having an FFL *is* going to attract attention from the Feds. You will be required to specify a business address and hours of operation. You should expect government visitors from time to time at that place and during those hours. A FFL is not a golden ticket by any means.

You wouldn’t happen to know how difficult it would be to get replacement barrels shipped to a non-ffl holder, would you? I need to get some replacement barrels for a Colt Officer’s, and Star PD, plus I was looking at some conversion kits to change to 9mm or 22LR for practice shooting and could not find much information about it.
