There does not have to be a stand down order.
All that has to happen is for Obama to not personally authorize the cross border action - and there is no rescue, from anywhere outside the country. (Sigonella or Croatia)
The in-country assets differ slightly, someone told the forces in Tripoli to not go to Benghazi and instead guard Tripoli. This also was technically not a stand down order, although it achieved the same result.
The EX SEALs at the ANNEX were ordered to stand down twice. They were contractors so that stand down did not apply to the military per se.
This is where a lot of the comfusion is.
