“I’m always uncomfortable saying the government should make more laws against this that or the other.”

so you won’t object to our building a nuclear power plant next door to your house then, right?

YES, government should be limited, and very limited, but public safety and common sense about it is one of the limited government roles government should take, and no matter how you scratch it potentially dangerous animals DO pose a safety hazardous risk to residences of people when those residences are in the same building as where the potentially dangerous animals are housed - that is NOT “big, out of control government” its just common sense.

I’d prefer they use tariffs and licenses. I don’t like to encourage the “nanny” idea for politicians. By definition, a non-native species and all its progeny could be subject to annual tariffs that would make your hair curl, but at the same time you aren’t letting the government say “no.” They’re saying, “It’s gonna cost you...a lot.” And it necessarily means there must be a chain of custody.
