It is my understanding that the American 50 BMG is the largest rifle that is legal to own without a stamp or license. The British 50 caliber round was slightly larger and requires license. Black powder laws are a bit different though.

The British "Boys" anti tank rifle was 55 cal.
Many have been converted over to 50 cal for the civilian market.
