Some of the problems we have today is that there is not real consequence for violating the Constitution.
We could remedy that via Constitutional amendment, and I think we need at least two to get things to some semblance of controlled:

Misappropriation, malfeasance and/or misfeasance of funds shall be considered confiscation. |
