Sure. If a police officer, teacher, fireman, or other city official pulled the same stunt under his administration they would be fired.

That alone tells me he (Mr. I.C. Weiner) is unfit to lead the employees of the city.

But the devils in great demand nowdays so I expect him to win in a landslide.

Weiner was actually confronted by a former NYC school principal from Staten Island who asked about low level city public servants who had the same addiction as his. He said that would be just fine, that personal issues don’t conflict with professional duties. He said he’d be good with the NYC Chancellor of public schools or Commissioner of NYPD having the addiction.
