I believe that the Founders wanted to make sure that any President was a United States Citizen at the MOMENT of birth.
That is all that they intended.
The Founders wanted to prevent Naturalized Citizens from becoming President.
Cruz is a Natural Born Citizen as Cruz was a Citizen from the moment of his birth. I also believe that the Constitution give Congress the full power to determine who is granted birth right citizenship and who must go through a formal "Naturalization" process.

Do you believe these words are truthful form Rep. John Bingham, the father of the 14th Amendment? Pay attention to the parents allegiance part.

“All from other lands, who by the terms of [congressional] laws and a compliance with their provisions become naturalized, are adopted citizens of the United States; all other persons born within the Republic, of parents owing allegiance to no other sovereignty, are natural born citizens. Gentleman can find no exception to this statement touching natural-born citizens except what is said in the Constitution relating to Indians.” (Cong. Globe, 37th, 2nd Sess., 1639 (1862))

And this:

“Every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your Constitution itself, a natural born citizen.” (Cong. Globe, 39th, 1st Sess., 1291 (1866))

CONGRESS has the power to determine Presidential eligibility. Congress and the States. The Courts have virtually no say over the matter. Congress will find that Cruz is elibible. That is all the law requires.
