Congress can not pass a law granting retroactive citizenship to someone, and get around the “Natural Born Citizen” requirement.
The reason it says “Natural Born Citizen” is to prevent retroactive acts of Congress from granting “Birthright” Citizenship and to exclude formally Naturalized Citizens from being “retroactive” citizens from the moment of birth, by act of Congress.
The purpose of the language is very clear.
You birthers harp on “intent” all the time when you have no clue what their real intent was!
I have just given you the INTENT of the Framers.
