The Hillsborough County Sheriff's Office and the private company that provides medical care to county prisoners paid $1 million in a wrongful-death settlement this year to the children of a Tampa man who spent approximately 36 hours in jail without treatment while suffering a fatal stroke.
Allen Daniel Hicks Sr., 51, was found stopped in his car on the side of Interstate 275 by a sheriff's deputy and a Florida Highway Patrol trooper the morning of May 11, 2012. Passers-by had called 911 after they saw Hicks' Chevy Cavalier swerving west into a guardrail, records of the incident show.
Speaking incoherently and unable to move his left arm, Hicks was arrested on a charge of obstructing a law enforcement officer when he did not respond to commands to exit his car. Just after noon, he was booked into the Orient Road Jail.
Hicks did not receive a medical screening, but was put in a cell where he lay facedown on the floor or tried to crawl using the one working side of his body. On the night of May 12, soaked in his own urine, his brain choked of blood, he was at last taken to Tampa General Hospital and diagnosed with an ischemic stroke. He slipped into a coma and died within three months.

It just would not have been the dog’s day, would it?
If he hasn’t already been, he will be promoted.
If a family were treated by the police like this guy was treated, there would be no law suit. The price would be paid in blood.
Opps,make that family member.
Amen! At one time, I was a staunch supporter and defender of law enforcement officers.
Not much of an excuse for this these days. There are very famous court cases where LEOs have used force against people having a diabetic episode. It has been integrated into lots of different levels of training.
Pity the same rule doesn't always apply to setting alimony...
No it is not rationed .Its available and used often but its only used for
Certain types of strokes .
Slightly, very slightly more understandable. Unlike a stroke victim, a diabetic may have a soured fruit smell that could conceivable be mistaken for the odor of alcohol on their breath.
Should have been $100 million, plus manslaughter jail time for officers involved.
Thank you for your kind response.
I was a witness to a family member’s stroke 24 years ago where, unfortunately, these warning signs were not recognized or treated until it was too late.
Vomiting is another sign of stroke that is not mentioned as often, probably because it’s a less precise indicator than the others.
There's quite a few YouTube videos of those with diabetic episodes getting kicked, beaten, arrested, tased by police
i just had one....told the wife i needed to go to the hospital, and she took me without so much as a breath of complaint....
5 days in the hospital, it would appear i have lost some memory, but i will be damned if i can remember what i lost!!! :)
“Since sudden confusion or trouble understanding can be a symptom. . . I was wondering how one might be able to self-diagnose and call 911?”
—
I was lucky and had no confusion——when the “shock” went up my arm I immediately recognized it as a stroke,I talked out loud to check speech (I live alone),and dialed 911.
The fact that there was not ONE warning symptom, not one,has alarmed me,but I just keep on truckin’,and praying.
.
The Sheriff didn’t pay a dime, right? It is the taxpayers who pay.
Hacks..gone luv em
My cousin sat in Jesup FCI for 3 days suffering heart attack in his cell
Fellow prisoners protest got him medical attention saving his life
He was doing 4 years for pot growing
He accepted immediate release versus lawsuit
I’ve known some decent COs
But some are pure JBT
Barely worth the cost of some cheap WOLF
Thank you for that very kind and informative reply. It’s inspiring to hear what one person can do by having pre-awareness of stroke symptoms.
For me, I suspect there would be a reaction of denial and wanting to wait and see if it would go away on it’s own :)
