However, the resolution doesn't officially attempt to define marriage imo.
They had to have a definition for what they accepted as a legal marriage, they did not merely accept individual definitions and start sending them a pension.
Today the feds do recognize gay marriage in the military, federal employment, and immigration, and all states will accept gay marriage, just as all states accept legal common law marriages, although all but about 9 refuse to allow them to be formed within their own boundaries.
