Whatever Ho Chi Minh degenerated into later on, in 1919 he wanted the Treaty of Versailles to address self-determination for the Vietnameses. He was angry at the double standard when he realized it meant European people like Poles, not darker ones in colonies.

That no more legitimized Ho, than the fact that Hitler also had legitimate gripes about the Treaty of Versailles.

Nguyễn Sinh Cung, aka Ho Chi Minh, in 1921, a year after he played a role as one of the founders of the French Communist Party. His worldview was well established by the time Truman was in office.
