You are correct. He did not. But, he directly attacked the core of modern political correctness, that black people cannot be racist, by definition. That is not to be allowed, because if it is, the idea of color blind application of the law becomes very attractive to most.
The thing is, as Ted said, most people know this. He is saying that the Emperor has no clothes.
This will backfire on those attacking him, because most will recognize the truth.
