This sounds like BS. The report doesn’t say what court ordered the hold. The FL. state authorities have adjudicated the case and Z was found not guilty. He is owed the return of his confiscated legal property. If it is the Fed’s that have ordered the hold, they better pony up a charge quickly. Otherwise Z and his legal team will be filing suit against the AG as well and he has “standing”!

florida prosecutors play games in cases with personal firearms. The police do not return arms and judges return property orders accidentally are never specific enough.
