Congress has to keep on passing new laws in order to distract the public from focusing on their past failures stemming from other flawed legislation. It’s just like the old magic trick of using misdirection. New laws serve the purpose of putting up a smoke screen to keep us from seeing other problems that Congress has created. Its nothing more than a show.
