I should research this thoroughly but IIRC creating...and admitting...a new state is a long,complicated process that requires both Congressional approval and the approval of a percentage of state legislatures as well.If I'm correct this isn't necessarily a done deal...even if the folks of “North Colorado” support it.

It's not quite that hard. The Colorado legislature has to approve the partition. And a majority vote in both houses of Congress is needed to approve partition and then to admit the state.
