The ILS is turned off because both 28L and 28R are undergoing a runway marking repaint and (I believe) a minor change to the touchdown zone position. It is clearly described in SFO Notice to Airman. Nothing to do with sequestration. Everything to do with the Asiana pilots not fully studying their paperwork and perhaps the SFO Tower not providing enough extra diligence for a foreign carrier. By the way, the weather here at SFO airport is beautiful. You can't ask for a more optimum condition for landing than today. I am a B-777 pilot based at SFO.
My sister is listening to KFI in LA, where a caller claiming to be a commercial pilot said ILS is turned off as a cost-savings due to the sequester. Anything to this?
