Better than landing at the wrong airport. How could a pilot land a jumbo jet and not be on a localizer and glide slope? You have to report outer marker inbound, and usually middle marker. If you are on an approach to 27 but land on 22, how would your localizer cdi even show up?

Well, if you consider the bay and the dirt as 'wrong runway' I suppose you are right...however they WERE cleared 28L, and at least some pieces ended up there.
