A lot of Russian ammo is steel core with a copper jacket. Probably because it’s cheaper for them.

Don’t I know it. Back in the ‘90s when comblock steel core fodder was $.05 a round I got tossed out of a lot of ranges. The range officers would go nuts when they saw the sparks. They frequently assumed that I was shooting explosive ammo.
