Yeah, Serino was trying to satisfy his SPD race hustler peers. SPD doesn't charge anyway, all the cops do is arrest if they have probable cause (they didn't arrest, because they didn't have probable cause). They can recommend a charge to the state attorney, and by doing so in a way that looks legitimate (but it as bogus as underpants gnome), Serino gets his peers off his back, and tosses the (by now white hot) potato to the state attorney's office.
It was so hot, that the state attorney (Wolfinger) recused himself.
