Yeah...that’s wrong...at least for normal definitions of recording.
Coding (which happens right in your phone), decoding (on the recipients’ phone), data compression (on your phone, but may also be elsewhere too), buffering while accumulating enough to load the packet (on your phone), buffering as part of data queueing at each hop - all of these introduce delay, and would not normally be considered recording as that information is gone within milliseconds of being dumped...unless someone set the system to duplicate the bits, which requires no time and does not slow down the transmission at all.
