My research shows the level of THC in his blood indicates marijuana use within 4 hours more or less or a regular user.

He should not have been impaired.

My ‘research’ (done long ago) shows that marijuana use doesn’t necessarily ‘impair,’ it can ‘enhance,’ such as rolling two 300 games in succession at the old Santa Maria bowling alley. :o)
