Laughably ignorant. A passport is not permission to travel, it is permission to re-enter your home country. It is the visa that is your permission to enter another country.... and since Mr Snowden has the personal attention of numerous international leaders, especially Russia’s, I doubt he will have any problem getting access to visas for numerous other countries, even if our idiotic leader has declared his passport to be void.

Yes but it's more than permission to re-enter your home country. It's also a statement from your government to others to facilitate your travel.
The Governor-General of the Commonwealth of Australia, being the representative in Australia of Her Majesty Queen Elizabeth the Second, requests all those whom it may concern to allow the bearer, an Australian Citizen, to pass freely without let or hindrance and to afford him or her every assistance and protection of which he or she may stand in need.

The Obamaland version probably substitutes "expects" for "requests"
