Why not? They all profit from it-- when everything is forbidden or regulated, the regulators and lawmakers get a lot of attention and a lot of money from supplicants asking to get the boot off their necks (or to have it applied to their competition).
From their perspective it's a win-win situation-- they get their egos stroked and wallets stuffed while their contributors get a good deal.
