I seriously doubt he is actually in Hong Kong. He just claims to be.
China calls the shots in Hong Kong. They would rename one of their major port cities after this guy and give him the keys to find out everything he knows about NSA operations.
He has most assuredly arranged to make many, many more things come out in the case that he is assassinated - or imprisoned.
