In England the elected members of the ruling party ARE THE GOVERNMENT. In the United States that’s not true. So, keeping the discussion inside the bounds of American English it’s safe to say ‘the government operates inside the bounds set by the Constitution’.

But it doesn’t. We have ample proof of that over the past 20 years with it accelerating the last 4.

The govt does what is in the govts best interest. Some people in the govt are patriots, some are lazy and just cashing the check, others are seeking to use the govts power to enrich themselves.
