Can someone here maybe a former scout, tell me what does the phrase “openly gay scout” mean anyway?? These kids are minors and should not be engaging in sex at all. I’m being sincere what does it mean?

Boys of 16-18 develop strong sexual desires. If a scout developed an attraction for members of his own gender and let others know about it, he was openly gay whether any sex took place or not. The former BSA policy was DADT.

OK THANKS, I really didn’t have anyone around here to ask. So if it’s like the repeal of DADT as in the military, didn’t they see that it hasn’t worked out very well?
