Yep, that confirms it - to me at least. Holder has something, something big, on hussein. He knows hussein can't throw him under the bus. So with the power of the President behind him, Holder is thumbing his nose at us citizens, Congress, and the Constitution.
The other reason/idea I've heard floated as to why hussein hasn't thrown Holder under the bus... hussein needs Holder in there because he is willing to unquestionably do anything and everything hussein wants, legality be danged.

The Attorney Generals is the President's "shield" against legal charges being directed at the President. Holder doesn't necessarily "have something on the President". Instead, the President must believe that he can still count on Holder to perform his "shield" function.
