It's just a typical case where each individual up the food chain either passed on the commands or should have known about the Jihad if they were effectively managing their empire.

So they either knew and approved or are incompetent.

In either case they need to be shown the door.

"In either case they need to be shown the door."

So long as that door has bars on it and remains locked for the next 25 years! The problem with all this is that there is no individual responsibility in this. It all gets blamed on the nebulous government position or entity. No one knows anything. That was from a bygone day or previous administrator or administration (can you say "Blame Bush"?). No one can get pinned down for responsibility, but they MUST!

The ones behind this need to be charged with TREASON and punished accordingly as an example to the rest of the RAT and ENEMIES OF THIS COUNTRY that these actions will not be tolerated by WE THE PEOPLE!!! Trust Betrayed needs to be punished in kind!

It's not a straight line hierarchical structure over there. There are bosses for time and attendance matters; other bosses for security control; and yet others who control the use of language and citations of rules.

This particular scandal involves SECURITY and LANGUAGE so it's not going to be as easy as you might imagine to find out who did what to who with which!
