Make this a very unpopular issue to most all Americans.
2 agents going rogue is plausible and believable to the low information voters.
However, 90 employees involved is a conspiracy in anyone’s eyes. It also makes the testimony of the Heads of the IRS to both the House and Senate unbelievable and very Nixonian.
My guess is at least a few will start singing like mockingbirds. The snowball effect is gonna roll over them like an avalanche.
