Former IRS chief: Can't say how targeting happened

WASHINGTON (AP) -- The man who led the Internal Revenue Service when it was giving extra scrutiny to tea party and other conservative groups seeking tax-exempt status told Congress on Tuesday that he knew little about what was happening while he was still commissioner.

Douglas Shulman, who vacated his position last November when his five-year term expired, told the Senate Finance Committee he didn't learn all the facts until he read last week's report by a Treasury inspector general confirming the targeting strategy.

In his first public remarks since the story broke, Shulman said: "I agree this is an issue that when someone spotted it, they should have brought it up the chain. And they didn't. I don't know why."

Next, he didn’t know how it got started ===> Can he at least answer WHEN it started? Did it occur also under Bush, or it started after Obama took office?

Douglas Shulman, you can tell what he is. My goodness, him and Miller both are complete empty suits. They know nothing. Nothing. They are jerking those senators around. Not many senators were angry over these abuse and no accountability. A few republicans did okay though should have hammered those guys more to give answers. The lefty dems tried to change the issue from abuse to their objections to the Citizens United which it's protected by law. The democrats don't want to reform the IRS. They want power over speech. Shulam makes Miller as though they're covering for one another. Shulman knew what the IRS was doing. I thought Doug was going to hug/kiss Miller at any time. Maybe he doesnt like conservatives after all (personal vendetta) Shameful actions of those 2 men.

These two IRS commissioners need to be charged with fraud and knowing these abuses were being carried out in the system against taxpayers for a number of years. Their apologies are worthless.
