It’s just that drowning is unexpected. And, yes, it does make a difference. Don’t sound like Hillary. I just wonder how a tornado can drown children in an elementary school.

Flash flooding is always a problem during thunderstorms. I live less than 1/4 mile away from where one or two cars will get swept away every 5 years or so, when idiots drive around a barricade.
The problem with flat-land is that the lower lying spots can fill up with water VERY fast.
