The Constitution assigns foreign policy and command of the military to the President. Leaving people to die in Benghazi was immoral but not illegal. Presidents sacrifice lives for American foreign policy.
Impeachment-level offenses would have to be in weapons smuggling, fake kidnapping, or murder for hire, and even those would be uphill prosecutions.
