The President never has needed that authority and still doesn't- a CBA is a president's privilege to grant or to deny the military, it is not something a president needs but it is something a military team needs... (unless some officer has extra big balls & a crew to match, who are willing to defy a president and to lose career and everything to try to save their fellows.)

The CBA issue is a misdirection, a distraction from the truth.

Hillary was going to run for President.
The Chicago Machine doesn’t want Hillary as their candidate.
They have someone else in mind, and they’ve been successful with the current idiot, so they are going with what works (for them anyway).

Hillary was off doing stupid Liberal Sh*t in Benghazi, hoping to cement an accomplishment to ride to the election.

Likely due to her naive wishful thinking, her little game of buying weapons BACK from one side to give to the other went belly up.

In order to ensure a complete embarrassment, the Obama CAMPAIGN/IMAGE PRESERVATION crew decided that they would withhold ANY and ALL ASSISTANCE to ensure a MAX KILL that would dominate the headlines and be blamed on Hillary.
