Well, to be fair, Putin and Cameron fly a lot more jets, commercial and military that are now susceptible to manpad targeting, unlike the US.
I think Cameron was saying, well it’s obvious you have no plans to do anything, but that’s OK, we have other countries that care and WILL do something.
That depends ... on how much security is made available and or can someone or many someones be bought.
