Federal education officials today told UMass Dartmouth they cannot release academic and financial records of alleged Boston Marathon bomber Dzhokhar Tsarnaev, according to a letter received by the Herald.
"From the limited information you provided, it appears that the academic and financial records that have been requested would be protected by FERPA, and that the University may not release them without the consent of the student," wrote Dale King, director of the Family Policy Compliance Office for the U.S. Department of Education.

Maybe they didn’t try to hide behind FERPA because he’s dead? Or maybe they released the info precipitously before the party line was established?
“What is wrong with these people? These terrorists killed and maimed hundreds of people. Release all the facts!!!”
Agree. What’s the worst that could happen - the terrorist might sue?
There an enormous a$$-covering scramble going on. mini-me got the feds involved to put a few degrees of separation between this issue and his presidential aspirations. His depraved beneficence toward criminaliens, terrorists and deadbeats in general isn’t exactly a great selling point.

Remember, no school, NOT ONE, has ever been punished
for releasing FERPA information.
The ONLY punishment for violating FERPA is that the feds may cut off some or all of the federal funds a school receives.
Usually that would be research money.
So, it never gets cut off.
And no student is allowed to sue for violation of FERPA.
So FERPA is a paper tiger.
Except that it is often used as an excuse to cover up
all kinds of mischief.

And to beat a dead horse, that includes Duke university,
which gave private student info to Nifong to help him
find students to charge with rape (falsely); and then
lied to the court about it afterwards.
As far as the Dept. of Education was concerned, so what?

Apparently the only way FedGov pays attention to the dissatisfaction of its citizens is when you fire artillery rounds at one of it’s Army Forts....
That throws up red flags.
